In 2003 the Foreign and Commonwealth Office (FCO) published its first white paper on the UK's international priorities, and has reviewed that paper every two years to ensure it remained relevant.

The optimism expressed in the final document in the previous collection (2005, Cm6443, ISBN 9780101644327) has not been borne out.

This Command Paper sets out the text of the report with the aim of stimulating a public debate in the UK on the issues raised.
